. breaking right now fast freezing making for tricky and dining rug morning commute. major road in philadelphia has just reopened after it was covered in ice for hours. we'll have a live report and the latest traffic and weather together. it is tuesday february 3rd, good morning i'm ukee washington. >> i'm erika von tiehl. also breaking this morning, a shooting victim in desperate need for help pulls right to up a police district in a bullet riddled car. the latest on that man's condition. an update on the search for the shooter. >> and police investigating a shooting at a rape dough mat victim is barely even a teenager. what landed a 13 year old behind bars. >> all of that and more coming up. let's start with our forecast. >> so much colder than compared to yesterday when you

walk out ther. >> so true, absolutely guys. thankfully skies have cleared out. don't have to worry about any additional precipitation but as we just saw that temperature just plunged and we did have a lot of winds to go with it, so it did help evaporate quite a bit of the moisture but, there is still slick spots out there. meanwhile, we take you out first and for most to "skycam 3" totally quiet at this hour, we are seeing nice clear sky. there is still a breeze, noticeable, but it has certainly slack ends up since last night. it was a how long winds to say the least. lets guess to storm scan. it is empty so nice clear sky for you virtually no cloud cover, say for maybe up toward the pocono region at this hour, so with that clear sky that's part of the reason the temperatures can drop more than anything we really just saw the cold air get reinforced. now, there are still winter weather advisories in effect, when i say no pre zip tanks you might be scratching your head. why winter weather advisory? it is strictly for the aftermath. the ice that may still be out there, folks so across the region as a whole until

9:00 a.m., we've got the winter weather advisory still in effect, and in addition to the windchill advisory specific to the poconos. compared to yesterday we bottomed out seen significant plunge on the thermometer readings here, since yesterday morning. how does that actually translate to the thermometer? easily below freezing, we know that much, right? but really just talking teens at best, 20 degrees, single digits, as you head up toward the poconos frankly dangerous cold. now, with the quick freeze we did have last night, with the temperatures below freezing anything that's left over in terms every moisture from the storm from yesterday is fair game. it will have frozen over. does it matter where you are this time? so if it looks wet that equals ice. it will absolutely be slick. and personal story there did i actually take almost, almost a little tumble yesterday as i was leaving to head out to my car almost, didn't actually happen, thank goodness but i have the

personal story to back it up. so if it looks wet, it is slick. meanwhile temperatures today pretty frigid. not even going to hit the freezing mark, then do you have factor in the breeze, too, not as harsh but it is enough that it will definitely make it feel no better than the teens today. jess, good morning. >> good morning everyone, 4:33, going outside to start things off on the schuylkill expressway. not much in the way of volume right around conshohocken, headed westbound no problems, eastbound toward the center city area, no problems there as well. out in -- we do have some emergency road work out in trenton, new jersey, pennington route 31 southbound engleside avenue, lane shift until 6:00 a.m. for the emergency road work, pothole reconstruction as women. route 322 east and west between 95 and the toll plaza 35-mile per hour speed restriction there due to slippery road conditions. and additionally, for the same exact reason, slippery conditions on all of the bridges, we know they tends to freeze little bit sooner. ben franklin bridge, east and west, 45 miles per hour, 35 on the walt, 35 on the commodore

barry, pretty much the same thing on the betsy ross, 35 miles per hour there. take your time. ninety-five southbound from the vine into the blue route southbound still pretty clear there. clear on the blue route. no problems on 422 from 202 into oaks and great alternate today is mass transit everything running on time with no delays. back to you. >> thanks, jess. in the news, add a back up drain to sub freezing temperatures and you have a big problem. >> oh, yes. lincoln drive has just reopened just in time to get to work. but black ice remains a concern as you head out the door. "eyewitness news" reporter jan carabeo joins us now near that scene with the latest information. jan, good morning. >> reporter: erika ukee, good morning. that's right lincoln drive has reopened, did so right around 4:00 this morning. police had said they wanted to get the road reopened before the morning rush. they have sends done that. city trucks were just out here putting down yet another layer of salt in hopes that this fixes this icing problem in this area once and for all. if you take a look at the video being you can get better

look at the conditions down there, just short time ago. a lot of water a lot of ice those conditions at this location have been problematic since yesterday. road crews had to close lincoln drive last evening due to ice. police say the sure couldn't handle the run trough yesterday's snow rain, so water back up on to the road. lincoln drive did reopen for a short period last night but closed again after ice once again formed. with the temperatures so cold this morning, any water still standing causes this problem yesterday on sproles road radnor township a man was killed when wind and ice pulled a tree down on his car and caused a crash meantime, penndot has about 50 trucks out salting, responding to any left over icy areas and back here in philadelphia, the city has more than two dozen trucks out, as well. but i was able to speak to some of the road crews this morning, they say overall here in philadelphia, the roads are in pretty good shape my photographer also drove in from delaware county, he says he didn't encounter any problems, as well, so looks like this ice is really hit or miss depending on what area

you're driving in from this morning, but of course, with temperatures again this low you always want to keep in mind that there are possible slick spots out there. reporting live in philadelphia, jan carabeo cbs-3, "eyewitness news". >> jan, thank you for. that will here's what's going on in southwest philly. police sergeant rushes a shooting victim to the hospital after noticing the man was driving irradically in front of the 12th district headquarters overnight. it turns out the 22 year old was shot in the chest. he remains hospitalized, in extremely critical condition. police say gunfire errupted nearby at 66 and paschall avenue just before 1:30, that's right around the corner from the district. no word right now on a motive. now, new this morning a fire breaks out inside vacant two story house in camden. "eyewitness news" at the scene here on the 700 block every mount vernon street, crews had it under control in about an hour. no one was hurt. but the cause has yet to be determined. happening today, paid sick leave advocates will hold news conference at philadelphia city hall before council

committee hear testimony on the controversial bill. already vetoed twice, by mayor michael nutter, the revised plan would require businesses with ten or more workers to offer the benefit. last year, mayor nutter convened attacks force on the subject. that group recommended that businesses with fewer than 15 employees should be exempt from that law. >> now "eyewitness news" exclusive. hearing from the mother after boy who was struck and kill by a franklin township police cruiser. >> ten year old matthew mccloskey hit while causing delsea drive three days after christmas. police say officer nicholas was responding to a non-emergency call when it happened. investigators say he was going 74 miles an hour in a 50-mile per hour zone without his emergency lights and sirens. now, his mother plans to sue the township. >> the police turn the lights on just to get through a red light, or if you didn't turn your turn signal on they would put your lights onto pull you over. it is not an emergency but you use your light.

use your lights, 80 miles an hour. and in a residential area. >> the gloucester county prosecutor's office decided not to charge him. the findings indicate he was not required to have his emergency lights on for the non-emergency call siting police procedure. lawyers for franklin township have no comment. a 13 year old girl some in police custody this morning suspected in a double shooting in nicetown. investigators say the shooting happened yesterday afternoon on the 2600 block of robert avenue after an argument in a nearby laudromat. officers found one woman who had been grazed in the head and shot in the torso and another woman shot in the leg. they are in stable condition this morning. another woman is also jailed in connection with this shooting. an all-out brawl aboard a septa trolley caught on camera. passenger recorded this during the say day night attack. group of teens world dollars the trolley at the clothespin

in center city then attacked a man and 17 year old girl. the trolley operator called 911 but the suspects ran away before police got there. working with the school district in hopes of identifying the suspects. after resigning from the job last week, former pennsylvania treasurer, rob mccord, now nooning plead guilty to federal extortion charges. prosecutors say he allegedly threatened to firm seeking donations to his campaign for governor. documents were filed in federal court yesterday which outlined the two counts of extortion and a plea agreement signed by mccord. he is expected to be arraigned on february 17th in harrisburg. still ahead this morning a "eyewitnesss news" boston burried under close to 3 feet of glow a look at the clean up, and litany of issues it is creating for the city. back in two minutes.

compton california, facing murder and attempted murder charges after hitting two men with a pick-up truck last week on a movie set. prosecutors say knight intentionally ran those victims down after an argument. one of them, terry carter, died. knight's attorney says his client was trying to escape an attack, and hit the men accidentally. knight's initial bail of $2 million has been revoked. also happening today murder trial of former new england patriots aaron hernandez will resume. >> delayed yesterday because of the snowstorm that moved through massachusetts where the trial is being held. hernandez is charged in connection to the murder of owed end lloyd, lloyd's girlfriends is expected to continue her testimony today. meanwhile, in boston, federal court jury selection in the case of dzhokhar will be delayed another day because of the weather. he is one of the alleged masterminds behind the boston marathon bombing. and just to gave you a idea whatever boston is dealing with right now take a look at this, the city got hit with close to another foot of snow yesterday.

totalling new record of 34 inches in just the past week. because of all of the snow, the new england patriots superbowl victory parade has been pushed back from today until tomorrow. and i like to see that right before our forecast because it makes ours look so much better. >> this poor girl just looking at the video and shaking her head. >> look at all of that snow. >> and that's not that far away. >> i know. >> we do have the cold air for us. >> we do have the cold air everybody getting hit with. that will we actually still have winter weather advisory and think of the advisories being issued with wintery weather, in other words, precipitation, but nothing like, that it is simply what's left over from yesterday. that will comes in the form of ice. now, luckily i mean, i know that winds was march, and it really how old, blew it did do was at least help to evaporate some of the moisture. so, i don't know about you guys, but the roads on my drive in were totally fine. >> likewise. >> definitely some slick spots out there but mainly on the side the side of the roadway. so, i think that's what you

will find out there. still a situation that you need to be careful with, we don't want you to get too cocky over there is i guess but we are at least seeing it looks like a better situation you know not dealing with completely frozen over roadways. meanwhile the storm pulling thankfully well away from boston at this point. also in the clear but we are eventually going to see another little light rounds of snowy think before the week is out. now, we go out to live neighborhood network. >> this looks like just little rain drop. that's just ice. it is iced over on the camera lens here outside pleasant valley middle and high school. frigid start for the folks up that way pocono region, everyone else stuck below freezing, too. peak wind gusts that came in yesterday. wilmington, almost 50 miles per hour, list goes on here, we did hit 50 in atlantic citiment so understandable why the wind advisories ends up being issued. mostly sunny skies so beautiful outside. beautiful looking just really cold. high hits 28. we dip it back down to 23 tonight. so not as harsh still cold,

but closer to seasonable. that's really what we find tomorrow. coy see a snow shower through the northern tier of the delaware valley, maybe even quick snow shower by wednesday night, thursday, though, really our better shot to see a light round of snow come through. right now if we have accumulation from it at all it, looks like it would be very very modest, indeed. ukee back over to you. >> katie, thank so much n sports, sixers take on the denver nuggets later tonight in philly, but michael carter williams may sit out with leg injury of some sort. sixers put up fight against the cavaliers on the road, wasn't easy last bron james had 18 points; one assists the sixers fought back, journey grant going in for the slam. nicely done. 'd career high of 18 points, he is sticking to three ball consistently now as well. he needed more help from more of his teammates, irving game high 24 helped the cavaliers pull away, the cavaliers win it 97-84 for their 11 straight win. once again the city of boston was originally supposed to have their patriots

superbowl parade today. but they are postponing it until tomorrow because of all of the snow issues in bean town that we recently just showed you. the champs arrive lived in snowy boston last night bill belichick, tom brady celebrating fourth superbowl tight until 14 seasons. they have the most regular and post-season wins as a head coach and quarterback together. how about some baseball? phillies pitchers and catchers report to clearwater for spring training on february 18th. but the phils are working on trading closer jonathan papelbon before then. the phils are reportedly talking with the brewers still, and the blue jays. papelbon made 13 million this season has 106 saves, second most in club historiment once again, spring training right around the corner. erika, back to you. >> still ahead this morning on "eyewitness news" big time superbowl blunder from a major pizza chain. first though, here's what's coming up tonight on cbs-3.

update willing breaking news right now black ice is a concern, as you head out the door this morning. lincoln drive was closed overnight as salt crews tried to clear a large icy patch. stores in that area were back up preventing storm runoff from draining. a man is in critical condition, after a shooting near 66 and paschall in southwest philly. police say the man was driving irradically and stopped at the 12th police district, officers returned him to the hospital, so far the police have made no arrests. and a 13 year old girl is in custody this morning she is accused in a double shooting in nicetown. a 34 year old woman is also in custody in connection with that shooting. two women were shot about 4:00 yesterday afternoon. they are in stable condition we're told at temple hospital. >> your time now 4:49. let's get a check on business. >> money watch's jill wagner joins us from the stock innings changes, jill, we know it couldn't last forever, gas prices now creeping their way back up. what's behind it? >> yes, that's right, good

morning, ukee, erika after a record 123 days of falling prices triple a says they are now climbing. the national average is 2.07 a gallon, which is 3 cents higher than last week. triple a says it is typical to see prices increase this time of year because of refinery issues. now, they do expect that the average will stay below $3 a gallon in 2015. ukee, err dismay. >> and jill, we hear a pizza company is getting burned by a commercial it ran after the superbowl? >> reporter: yes, pappa john's pizza aired commercials congratulating the seattle seahawks for winning the superbowl, a day after they lost to new england. so the commercials ran on the nfl and esquire networks. some viewers shot video of the ads in their tv screens of course took to social media to air it, so it is pretty likely these commercials were made for both teams and the wrong one was aired afterward. but that is a big mistake.

>> 4:53, traffic and weather together. you got to watch out on those roads today, jess? >> yes, do you, good morning erika. definitely going to go over. that will we start things off with icy road conditions here on the vine street expressway. right around eighth street where we are getting report, of slippery roadways. and you can see, right here, not muff in the way of volume. that's good thing. as of right now we do want everybody to slow down headed east or westbound toward the schuylkill expressway. now, elsewhere out in new jersey everything moving along just great so far. northbound lanes where we see most of the volume, but still early yet. headed northbound toward 295 surrounding bridges into philadelphia, everything moving along just fine. so also, out in pennington, right around trenton route 31 southbound before engleside

avenue, there is going to be a lane shift there until about 6:00 a.m., due to emergency road work for some pothole reconstruction, out in chester, also, route 322 east and westbound between 95 and the toll plaza, there is about 35-mile per hour speed restriction there due to icy conditions as will. but the good thing is mass transit, everything is running on time with no reported delays currently, and we don't have any delays at the philadelphia international airport. so katie it will be a rough day for us being real cold and little ice. >> i thankfully, no additional precipitation yet. at least not yet. we like that. >> you like that? >> we'll take the victories where we can get them. we can bank on full soul shine. if you do come upon any of the icy patches it could actually glare back up at you once the sun comes up. so be ready for that you will definitely need the shades or at least the advise or in the car down. but, as we go through the day here, it is a quiet day overall, but it is those aftermath issues, in the wake of yesterday's storm that we've got to concern ourselves with. so while storm scan totally quiet, do still have winter weather advisory posted until

9:00 a.m., current winds speeds, still pretty breezy, trending ten to 15 or more miles per hour around the region as a whole so, how that ends up translate to go win chill values, it will be pretty brutal out there. these are the values folks that you need to be focusing on when you dress yourself, and the kids, heading out the door this morning. so, it lab brutal day. the best it feels is like it is single digit maybe into the teens, at the coldest time of the morning. which will be probably, in a kim of hours. just before the sun comes up. meanwhile, as we go forwards in this forecast, i could see a quick snow shower through the northern tier delaware valley tomorrow, seasonable day with clouds, sun then thursday actually bridges the next best chance for snow. really just calling for snow showers, at this point it, looks like anything that we would find would be pretty modest in terms of accumulation, and it is really just another reinforcing blast of cold. so while we hit seasonable territory tomorrow, we get dropped back to the low 30's again thursday, we keep the cold air looks like to round out the week, as well, ukee, back to you.
